This might be a Cuevas (some of the build features look as if they could be his), but....
1) Cuevas' first name was Francesco, not Francisco 2) Previously I've only seen Cuevas's last name used in the decals on the downtube (granted he made a lot of bikes and I've only seen a handful). 3) Typically the decal on the top tube was a stylized version of his signature, not "Custom Built" 4) Typically the seat stays on Cuevas bikes had fluted tops. It's a bit hard to be sure due to poor photos, but it looks as if this one has plan tops.
The best way to know whether this is a genuine Cuevas would be to see a photo of the underside of the fork crown. Cuevas placed a cross brace at the bottom the the steerer tube. Like this one:
