Ken: I have to agree with Chuck on this one.
The curved skewers were only used for a couple of years, after the UCI
approved them for racing on the track.
Probably and experiment and it was tested, because many riders thought it
was strong enough.
After actual competitivce use, it obviously didn't work and the ruling was
rescinded as it were.
I think each nation's cycling fedration could decide wether ot allow it or
not.
The US did but then cancelled it after a year or so along with the UCI.
Keirin as we understand it has their own set of rules and standards so if
the Keirin officials don't approve of something because it doesn't meet
their standard, it's not allowed.
All the bikes have to be the same construction and use only specific
approved parts that meet the most rigid standards.
To keep the advantage and odds as even as possible because of the gambling
element, it maintains this consistency,
The curved QR's didn't pass muster and weren't allowed.
If I don't have it right please let me know.
Chuck's timeline is accurate and I was riding with the guys when these
curved QR"S were allowed here, and guys used them but after a few slips,
they got discarded.

Thanks for info, Chuck, but...
They did not allow to use QR in Keirin, it was my understanding their PISTA hub DID NOT come with Q/R levers, onlly solid shaft and NUTS, there was no need of "CURVED" lever through 60's.
Of course this was in Japan, not Europe or north American track racing, ther e might be super strong sprint PISTA rider might have used or trusted Q/R lever, and wanted curved for safety.
