So after talking to Alex March, I realized there seems to be little known about this Marque "Philippe". He said it looks pretty similar to Routens a nd was probably made somewhere around that south east region of France (if I'm not mistaken).
Apparently the builder was making bikes since after the second world war un til about the 80's. He was the father of the current owner of Philippe bike s which is still in business, but making more modern bikes these days.
It seems to be very well made and rides great. It has a 58cm seat tube and a 55cm top tube, which makes for a pretty zippy light tourer/baguette go- getter (note the rear rack).
