I've just checked out the frame in question....and although I know very little about Paramount frames, I would agree that it is a nicely presented frame, specially as it has a Nervex fork crown.
The style is almost identical to the Bob Jackson 'International' from the late 60s early 70s......except for the internal brake routing.....which is in my opinion a waste of time. and as for the dropouts....hard to see by the photo, but the 'window' looks a little large for Campag.......
It would seem feasable that.....whatever it is......its been 'updated' and perhaps chromed at this late stage......nice looking frame though.
