I had been having 2nd thoughts about my assertion earlier that this was not a Paramount. The serial # is spot on. I wondered it the Chicago factory would do a build this radically custom. I have heard of such things but not encountered one before. The answer is apparently YES they would and did build this bike. Below is communication from the seller:

"Hi, thanks for the help and interest.Waterford states this is a custom rare made schwinn paramount.The frame has 3 serials: #L73611-L73117-19866 Im not sure what is the last number but the steertube also has the letters HART - P4 .I WILL BE CONTACTED BY WATERFORD WITH FURTHER INFO.The serial L73611 is not visible seems the chrome was polished at some point.Thanks,CALEB.

The seller had contacted Waterford at my urging. This may be more special than I had thought.
