I've seen some calipers that aren't machined correctly. They do not let the brake caliper QR lever go past "over center". If you look at the line the open cable takes between the caliper down to the cable clamp, the QR lever doesn't line up... in other words it is slightly towards the open position instead of over center.

I fixed mine by filing the aluminum where the steel QR lever stop hits the aluminum brake caliper so that the QR lever closes farther and it solved the problem.
