Scrub them down, yes, but use a BRASS brush or wool, as steel will scratch the chrome more easily. You can really go at it with the brass, and not really scratch any of the remaining chrome.

Rob, Before ya give up on the old rusted barrel adjusters, you might try soaking them in a shot glass full of WD-40 for a day, them hitting them with a wire brush/0000 steel wool, etc. I have salvaged a couple of these by doing this and then carefully getting the adjusters to spin again...
