Well, actually, toe clip overlap is more common probably on track bikes, but not on all of them. Some have none, some a bit, and others quite a lot! I sold my Higgins last year because I found its toe clip overlap excessive. But, it is really something you can't really change much and I believe is more common on smaller size framesets.

Ken Sanford Kensington, MD who rode his Masi track bike (with a slight amount of overlap) on a lovely day here.
