it IS the lugs, the top headlug has the extension designed-in.
truly a stupid thing in my book, and wicked ugly (all the rs-designed lugs have them, i think, along with extra-stoopid cast-in cable guides), but if rs and the other lug designers know that they are going to use threadless headsets on their bikes and will need the extra height, that designed-in does look better than the brazed-on plain extension.
of course, the add-on can be cut-off...

\r?\n> I think using that lugset forces the
\r?\n> builder to go the fugly extended
\r?\n> head tube route, unless a non-extended top head lug is an
\r?\n> option,
\r?\n> which is a shame because otherwise it's a very nice
\r?\n> lugset. Funny how
\r?\n> people got by for years just fine without extended top
\r?\n> tubes. You
\r?\n> could even adjust your bar height up or down with no
\r?\n> disassembly in
\r?\n> seconds to wherever you liked back then. I suppose if
\r?\n> we wait another
\r?\n> 10 years or so the classic headtube/headset will be
\r?\n> rediscovered and
\r?\n> everyone will remark how clever, practical and elegant it
\r?\n> is.
