Hi David,
You are correct that Ron Stout was a SLC based builder. There was a Bob Stout as well, Ron's brother, who owned Stout Cycles, a SLC bike shop for years. Ron's frames are quite nice and if anything, overbuilt. Very stable workhorse type frames that could take the up and down, choppy road nature of the area they came from.
Stout frames many times had a unique and very nice fastback style seat stay, and his paint work was often very nice as well.
Last I heard, both brothers were in the construction (buildings) business and out of bikes since the mid-late 90's. USA Cycling CEO Steve Johnson rode a Stout to a National Championship, and iirc an age graded World's title back in the late 80's.
