Definitely not a Hetchins: the bend in the stays is too shallow, vertical drop-outs (indicating fairly recent manufacture), clumsy "fastback" seat lugs, as well as other obvious features. Also not a Jackson Legend Series bike or anything like that. I can't imagine it's anything but a one-off.
