For those of you who might be interested in the NJS - keirin topic, I've just received email from Daisuke (whom the http://ebay.com/<blah selling was custom made for) this morning confirming that this TT design frame was allowed back in the '80s for keirin races and he did race this frame in actual keirin races, so while there is no TT type event (pursuit, etc) in keirin racing the frame design itself was legal.
