Where can I find an old Stronglight tap to tap/clean up the crank removal/dust-cap threads of old Stronglight cranks with size 23.35 x 1 threads?

I saw a post one time (just searched archives high and low but could not find it) about making your own tap from an extractor tool itself.  If I remember right, the threaded section was placed upright in a vise, and then a hack saw was used to make two cuts perpendicular to each other.  Said cuts go almost all of the way down to where the face of the tool meets the exterior of the crank.  Do I have this correct or am I way off?

Any information on the correct method of making this tap or where to go to order a tap would be greatly appreciated.  I have zero interest in the Stein thread repair tool.
