It cost $16 for two layers of Velox cloth rim tape. A narrow 14mm one was placed over the similar Grand Bois in the rim's spoke trough. Followed by a medium 17mm one, taking care to press it down with an even bead seat. I didn't use any more talc. Maybe I over did it previous times!

I made a mistake in the tube. You provided thornproof Panaracer tubes. I installed a standard tube, instead of a similar thornproof. Let's replace that, and also check fork tip alignment.
