In addition to this good advice I would like to add make sure the wheel is clamped into the dropout so that only the hanger portion is being 'cold set'.

Yep, and not just Track axles -- Road also.
Can also be used, with a cone or axle nut snugged up against the hanger on each side (front and back), as a lever to bend the hanger back into alignment -- if you have a bent hanger but don't have the proper alignment tool. If you do this, don't skip the nuts snugged up against the faces; they transfer the bending stress from being just on the threads, to being mostly on the faces, which can handle it better. It usually takes at least a little cheater bar to get enough leverage, which can flatten the threads on the other end of the axle a bit, so don't use a valuable antique axle.
