Generally, I'd remove the old glue if it's that old. Apply a light layer to both the rim and tire, let them get tacky, slap 'em together & straighten the tire, and let it cure for a day. "Too much glue" is when it starts oozing out and onto the rim sidewalls. "Not enough" is when it's not difficult to remove the tire. (disclaimer: these are my thoughts, and I have limited experience with tubulars)
