Sarah you have your work cut out for you on the parts.

From the Sieber importer John Eisenmann's catalog:

Sieber Special- Track Model

Frame made upon your own specifications from REYNOLDS High Manganese Butted Tubes, Headeset and Hanger standard. Wheels: Sieber Dural Hubs - No. 47 Sieber Rims Tires: Sieber Type J or Criterium 1" Bar: Sprinter with sliding or fixed extension Saddle: C.P.M. B 17 Special Chain: Pallas CN Blockchain Pedals: Sieber Duraluminium or Union Cranks: Extra light fluted Finish: Best quality enamel - bright parts chrome plated or equipped with other parts chosen from this catalog. Price complete, $75.00 Frame assembly, $45.00 Frame all chromed, $5.00 extra Fork and headlugs chromed, $2.00 extra

My particular bike came with a Chater Lea crankset (ring stamped Eisenmann) and Caminargent bar and stem.

All that detail aside, I would condider the "other parts"option. BSA is always a good choice because, at least in the US, 30's track riders would strip off about anything and put on BSA.
