French headsets have a "flat" milled on the threads of the steerer tube, and the washer that goes between the top race and the top nut (the lock nut?) has a corresponding flat section in the hole that keeps it from rotating with the top nut. The only English headset in my "collection" has no such flat spot. More experienced hands may have additional or even contradictory thoughts to add. --- David Faulkner in Sacramento CA where the morning ride to work was cool and damp and the afternoon ride was warm and sunny.
