Well, this website says the Rominger world hour records were set using a
COLNAGO Columbus Oval CX tubed bike in 1994:

The tube sets for other world record bikes are listed as well. I've re-read
the cyclingnews.com quote from Ernesto and now I understand it to say that
he developed the carbon bike for Rominger to break the record he had already
set; the UCI then did not permit the use of the carbon bike. The CR content
is that Oval CX came out in 1983....
