This is an original finish PX-10E. The black lugs are original. The decals place this in the mid 70's, probably 1974 to 1977. My best guess would be 1975.

The photos are quite poor as you can see and do not do justice to the frameset. The serial # again is: 0956791. I did search the Peugeot section in CR and found that the one I have is closest to the red Peugeot which is pictured below the white PX-10 (Dale Brown's) and above the 1980 PZ-10 belonging to Jerry Moos.
I looked at the rims--both front and rear, and did find the little engraved numbers that you were referring to (just to the right of the word FRANCE.) Problem is they are so small and faint that I cannot read them. I will have to get a magnifying lens. The first three numbers do appear to be "0 2 7" best I can tell.
Thanks for the help and info with regard to dating these rims.
I have decided to leave the lugs as is (not paint over the black.)

Ted, Check the rims: near the decal should be the date code stamped in the form of mm yy.(month year) below "Montlery". As previously mentioned, the black on the Nervex Pro lugs is probably original, could I get you to reconsider repainting?

The serial # is on a little strip of aluminum that is pinned onto the BB. It reads: 0956791. Anyone know what year this frame is?
Next, the lugs around the headtube have been painted black and do not go with the semi-metallic blue frame.
