I prefer the feel of tape wrapped top down, it gives a bit of "bite" that way. By the time the top edges start to curl, the tape's inevitably sun faded and tatty looking anyway. I suspect people who like to run their bars well below seat level and thus are putting more weight on their hands may be the ones who have problems with top down wrapping.
