I believe you have a handlebar clamp or more accurately a handlebar stem clamp. This would be for bikes with a slit in the steerer and no wedge or bolt in the quill. I find it very hard to believe that Campi would have made a seat clamp for bike with one inch seat tubes. Varsities anyone? The larger sizes probably were for seat tubes. The seat tube clamp on my R20 is just a scaled up version of the stem clamp.

This type of design has fallen from favor. However for people such as my wife who need very tall stems I believe there is weight to be saved over having a 10"+ bolt and wedge. Especially using a lightweight 1" BMX seatpost clamp. So I plan to use this on her next frame.
