Don't bother scratching; they're Ti! Why is it so hard to believe that they're stamped & bent from sheet titanium alloy? They were a high $ toe clip, for the folks that wanted as much Ti on their bike as possible. Heck; Regina made Ti chains & freewheels, Campagnolo made Ti spindles, axles and derailleur bolts. Galli used Ti parts in their "Super Criterium" brake calipers....what's the big deal with Galli making Ti toe clips? Ti toe clips are rare, but they do exist.
